[rc5-announce] New Windows 3.1/3.11 client available!

I have just made available a new Windows 3.1/3.11 client on our FTP site.
The new client is now a 32-bit executable and is based heavily on the Win32
GUI that we now have available.  Additionally it has specific CPU
optimizations for the following CPUs:
	- 386/Pentium
	- 486
	- Pentium Pro/Pentium II
	- Cyrix/IBM 6x86
	- AMD K5/K6
Plus, since this is the first v2 client for Windows 3.1/3.11, you'll have
all of the nifty features that v2 introduced, including mid block
suspension, key block buffers, etc.
