[RC5-ANNOUNCE] Warning about flushing from different clients

This is just a warning, but you should be careful not to flush blocks from
a buff-out file created with a v2.6401 client on a newer v2.6402/3 client.

Failure to follow this restriction will cause those blocks to not be
attributed to your specified e-mail address.  (They will instead have an
e-mail address set to a random block of garbage characters.)
