[RC5-PROXYPER] Forcing Fetch and Flush on NT

I have been following the thread regarding how to force a fetch and/or a flush
when running PP on NT.
 
My only Internet connection right now at home is via dial-up PPP, so getting
this to work is important. One recent reply suggested the only way to get PP to
"update" is send a <control-break>. Observation leads me to believe that there
is <something> that causes the PP to flush other than a simple timeout and retry
to access the distributed.net proxy. When I manually dial my ISP, the PP always
updates...but I can't seem to get it to update as part of a batch file run as a
Scheduler service event. (Chron for youse Unix guys) What we have to do if find
out what that trigger really is. Maybe an innocuous command line switch...like
"- install" while the PP is already running...would be enough to kick it off. 
 
Any suggestions/hints would be greatly appreciated.
