[RC5-PROXYPER] New personal proxy monitor

I've added a -run flag that simply reads in the defaults and runs with 'em.
Also, the login dialog has a browse button, and I fixed a problem that
occurred when the program couldn't find the log file.

Looks like I have to put together some documentation...

Lokks like working well with Win32-Proxy here. Is there a possibility
to bypass the dialog asking for logname and time? Commandline would
be fine.
