[RC5-PROXYPER] blocks not being reported!

The rate reported by the personal proxy is a sliding window average over the
last 30 minutes or so.  The rate reported by the stats is an average over
the last 24 hours.  As such, if your rate varies during the day, then there
may be a difference between the two.
