[PROXYPER] FIFO ?

Client buffers are now essentially FIFO... basically, the clients look for the
lowest block ID in the buffer and do those blocks first. Of course, this might
prove a bit interesting when we 'wrap' from one end of the keyspace to the
other, but we'll cross that bridge when we come to it.
