According to the MCSD documentation, a priority level of 4 on Windows 95, 98
or NT is equal to the more descriptive "Low". Priority levels ranges from 0 to
31, with 0 being the lowest priority availible.

Probably you can leave this setting alone. If you really need to change it,
don't set it to anything above 6, because 7 is the "normal" priority. Setting
the priority to anything higher can cause the OS to become unstable. (Belive
me, I've tried it once, and I won't do it again!)

I'd belive that this is like the Perproxy option "fallback", which falls back
on a well-known keyserver if the one you are looking for can not be found.
