[PROXYPER] Runoffline

If you run the proxy in runoffline mode I assume it wont connect
if you give it a SIGALRM or if there is a scheduled update mode?

If not, there should be some mode in which the proxy:

	1. Does not connect unless.
	2. It receives a SIGALRM - it then connects and flushes
		and fetches blocks.
	3. There is a scheduled contest - it then connects.
	4. Maybe: if there are less than minblocks it could
		connect.

This would allow you to run the proxy on a dial up (linux) system.

E.G. The proxy would not attempt to connect unless it had no blocks,
there was a new contest, or it was connected (you would send SIGALRM)
