[PROXYPER] Encryption Ban Overturned

Won't all this just mean people will be allowed to export the source code on disk instead of putting it into a book and scanning it in, (and then compiling it) which I understand is the situation at the moment?

Which means provided someone can be bothered to compile source code into a binary where appropriate, the export laws are now totally useless?
