It was referenced by IP address!

I solved the problem anyway.

Just put the distributed net proxy on the ms proxy machine!

It looks like your machine is not able to resolve the keyserver address
correctly:

Version 306 does resolve the hostname>ipaddress correct in my
enviroment.

If you use version < 306, you just have to enter an ipaddress, not the
hostname for the keyserver.

try:
[keyserver]
ipaddress=205.149.163.211
or
ipaddress=130.161.38.7
