You told it to connect, so it does....

The proxy was down, it attempted to connect to port 2064, and received the
error WSAECONNREFUSED -- connection refused.

Connection slot changes to exception state (I assume)

On the last connect you sent 0 blocks, and got 0 blocks, so you still have
the exact same number of blocks.

(Except out buffer threshold is now 25 for rc5)
