[PROXYPER] Win32 Personal Proxy (build 308) through Wingate/lurk mode doesn't work

is anyone else getting doubles of these messages like we've seen from the
list server in the past? i've only seen a few come in as doubles in the last
day or so... call this a heads up just in case, eh?
