[PROXYPER] Any problems with 313/Win95?

I suggest you go back to v311 to see if it is the proxy that causes it or
not.
Of course, it could also be the client: are you running this also?
Please post results to this list. Meanwhile, I'm going to stick to v311 a
bit longer. It doesn't matter since OGR has been delayed.
