[PROXYPER] XP Proxy problems

I am running Windows XP professional.  I have the proxyper running as a
service in the background.  It is set to only send and receive when a
connection is detected.  When I connect to the net, I can see the
proxyper try and connect but it never sends or receives.  If I stop the
service and run it in a window, it works perfectly.  This is really
annoying.  Does anyone know what I can do?
