[PROXYPER] DNETC installed without my knowledge ??

That's obviously "[DPC]Division Eindhoven" - dpc_de at hotmail.com.
Neither the team proxy mentioned on the stats pages nor the keyserver you have in your dnetc.ini is accessible.
