[PROXYPER] need a non-TCP/IP personal proxy

it matters not what my control lines tell you... it matters only what i
tell you <<wink wink>>...

its also (still) as i said... TCP/IP has been used on "the 'net" for at
least a decade... FWIW: i used ARPANET wahy way way back when... but it
was on its way out by then...
