[PROXYPER] NT proxyper refuses to dispense OGR work

i think this has already been brought up before and the poster said
there should be a rc5-64 packet in the perproxy before it dispenses
stubs. did i remember it correctly? how do i fix this thing now? im
considering shutting this one down but i will then lose around 6 clients
whose only means of getting work units is through the perproxy. 

tips anyone?
