[PROXYPER] OGR not uploading...

Last night and part of this morning the proxy servers were handing out 
new stubs, but not accepting returns.  This earlier this morning (local 
time) they started accepting my backlog of completed stubs.

On a different note, did anyone else receive a notice reopening RC5?  I 
noticed my personal proxy is receiving new RC5 blocks from the main 
proxies and forwarding them to my clients.
