[PROXYPER] Setting up personal proxy with active perl

Hes trying to setup a CGI proxy script on his
computer. My advice is download abyss webserver and
then just install active perl on your computer. In the
abyss setup, write the directory and file location of
either perl.exe or wperl.exe into the options of
abyss.
