[rc5] Specific Block Decode Capability

The rc5 client already has the capability to generate a random
key block number when it cannot access "official" key blocks
from a server.  Suggestion:  add a new parameter (-block) that
directs the client to decode a user-specified key block number.
[Doesn't have to be done in the client - could just be a small
utility program that adds to the buff-in file.]

This capability could be used by people whose computer crashed
while decoding a particular block, and who feel guilty about
leaving a "hole" in the work they 'promised' to perform.  It
might also be used by people who are impatient about the pace
of the step-by-step overall effort, but who had an 'intuitive
flash' about what the winning "lottery number" might be.
