[rc5] personal proxy segfaults

No, of course not.  It means that your time zone should be set to
appropriately represent your location.  If it is correctly set, then then C
gmttime(), localtime(), etc functions will all function properly and the
the timestamps logged by the personal proxy will accurately represent GMT.
