[rc5] Java and RC5

Within the Java Virtual Machine threads can be given a priority of MAX,
NORM, or MIN. Unless the applet programmer specifies which priority a thread
should be, it is NORM. This priority model only applies to threads within
the Java Virtual Machine. The JVM doesn't know about processes outside of
it's own "space".

But, the JVM may have "niceness" policies built into
its own behavior (doubtful, though, in the current trend of "My JVM's/JIT's 
better than yours!  Nya, nya!".... :-)
