[rc5] Win32 CLI client shows incorrect time

I am running the Win32 CLI. This weekend we in Australia switched to Daylight Savings time, and Windows 95 adjusted the clock accordingly. I was impressed!

It seems that the RC5 client figures out the GMT time by the timezone set in the OS, which is GMT+10. With the onset of Daylight Savings time the correct calculation of GMT would be to assume we are at GMT+11.

So I take it that there is no way for the client to query the OS to see if we are in DST and/or the OS does not report it as such.
