[RC5] Stats Update Time

Actually, wouldn't 6 PM wherever the international date line is make some
sense? There's not too many people in that time zone (I'm guessing), so the
update might cause less of an impact.

BTW, once d.net gets some money in for upgrading the stats hardware, this
will probably become a moot point....! :)
