[RC5] Block diff

     It's all the waiting for 3 seconds while the client attempts to 
     contact a proxy.  It's probably set to fail 20 times before giving up 
     and generating a random block.

How come the block speed slows down so much when a random block is being 
done?
     
My normal speed is around 273kkeys, but the odd time when this machine 
has to do a random block speed is not much more than 200kkeys.
