[RC5] Final block flush for a client

I have several machine I am going to have to remove the client from as
they are being moved out of my control :(.  My question is how to get
them to process and flush the blocks they have, but not grab any more.
I realize it is only a few, but I'm a frugal person and hate to see
things go to waste (plus I'd be pissed if we exhaust the keyspace only
to find it in one of the blocks _I_ didn't return!).

I am thinking that I can just set the inbound threshold to zero, but I
was curious if this is the best way.
