[RC5] DO NOT use 2^32 block size

It creates a serioius problem here (OS/2 client) and elsewhere.  It's
being recommended on IRC to stick with a max size of 2^31.  Here's an
excerpt from my logs with 2^32 (and yes, both blocks were reported back
as checked!):

The second block was *not* processed.  I watched it scroll through it. 
While there are some problems with timing, this is not one of them. 
I'm just afraid all the machines I set up at work are doing the same
thing and the effort has been wasted.  Even if they're not having the
same problem, how can this be solved except by not trusting any 32-bit
blocks that are returned?
