**DO NOT** share buff-in.rc5 and buff-out.rc5 with the 2.7 clients. 
The 2.64 clients will behave as you've described.

Note that each of your clients' blocks has a zero for the 5th byte. 
This means that you're getting 32 bit blocks instead of 28-bit blocks. 
that probably means you're sharing with a 2.7 client.
