[RC5] Funky keyrate calculations in proxyper

I'm using the Win32 proxyper build 276.  I thought I understood how
the keyrates were calculated by the pproxies, but a few snippets
from my log file make me think otherwise.

Here's one:

As you can see, the key rate for both rc5 and DES keys goes UP
without any new keys being returned by any clients.

At another point during the same day I find:

As you can see, the DES keyrate drops from 10.9 to 0.0 at the next
checkpoint a minute later -- again, without any client
communication, restarts, etc.  Some may cite the "firewall1" error
as the culprit, but it appears throughout the log file -- even when
the keyrate is behaving as expected.  

Can anyone explain what's going on?
