[RC5] crashes with all the new DES contest clients

     Win95 does not halt the CPU when idle.  Of course, when running a 
     d.net client, when is the processor idle?  But, in any event, Win95 
     and DOS don't.  WinNT might.  Most other x86 OSes do.  (I expect the 
     Rhapsody port to x86 will as well.  :)

(Does Win95 halt the CPU when it's idle?  I can't remember.  I know DOS 
does *not* halt the CPU, and I know Linux does, but I can't remember
all these other platforms as easily since I hardly ever have to use them.)
