Is this in the FAQ?  If not, it should be. 

The explanation is that the entire RC5-64 keyspace is too big for the
master keyserver to keep the entire thing in memory.  What d.net has done
is split the keyspace into 256 (is that right?) subspaces, each subspace
containing 2^56 keys.  The above suggestion is definitely more efficient,
but is not feasible with the current hardware.
