Yes, but he's wrong.  The distribution should be flat, given a truly
random key-generation routine.  There's no central tendeency in
key-generation, or we'd be searching out from the center, instead of
just working towards one end.

It should be true that after a large number of successful searches, the
average amount of keyspace searched should tend towards 50%, but not the
location of keys in the keyspace.
