Under win9x/winNT 'Run' launches the program when someone logs in.

Under Win9x 'RunService' launches programs as soon as windows has 
finished loading the GUI, ie before anyone enters their login name, 
and before any network attachments are performed. (of course you 
could always launch a batch file from RunServices to map network 
drives).

It's usually put in both so that if it crashes (as it frequently 
does when people log out) it will get restarted the next time 
someone logs in.
