no not exactly
most security issues are NOT kernel based, infact, I hardly see those. This
also has to do with the fact that the kernel does NOT open ports to the
internet n stuff. Applications do that (thru a system call ok ok :-)) and
you don't need a reboot whatsoever to upgrade those
