[RC5] ogr percentage done - WHY impossible?

But I can't understand why it is not possible to count number of
stubs? Because that and returned stubs should give reasonable
estimate of percentage done, and how much is left.

Currenty there is no clear info where we are. If I can predict
correctly OGR-25 is about 150% done.
