 From Intel/ARM:

StrongArm (SA-1110)
MHz:
206

Perf:
2.1 MIPS

Power dissipation:

Normal Mode=<400 mW
Idle Mode=<100 mW
Sleep Mode=<50 uA

Even the ThumbArms use 55 mW+ at speeds and performance that would benefit the
distributed.net effort...

However as these graphs suggest

you might be able to achieve the powerratings you suggest under the XScale 
architecture....
Is there anydevices out with XScale though?
