[RC5] CPU Utilization in Task Manager (NT)

It would be nice if all tasks that run at idle were not included in 
the CPU utilization.  Not sure how you would go about that though.
I had a third party utilization program that actually every x interval
would try to do work, depending on how much work he got done he would 
report the CPU utilization.  Problem was he also caused DNET to slow to
1/2 rate as both ran in idle time.
