[RC5] disable ogr completely

I know you were, and I was just pointing out that some people should read 
directions.  I just find it irritating when somebody's answer is right in 
front of them and they still ask everybody else.  There are exceptions 
though.  (i.e.: The directions aren't clear or are vague)
