[RC5] disable ogr completely

As I interpret "disable ogr completely" as "crunch rc5 only", I think
the following makes more sense:

| [misc]
| project-priority=RC5,OGR=0,DES=0,CSC=0

That way dnetc
(a) won't crunch on a future des/csc project if there came one (not
very likely anyway) and
(b) won't create those nasty empty (read: 8 byte) buff-(in|out).(des|csc)
files, which'll produce less traffic on your network (remembering [1]:
"[RC5] Checkpoint file").
