[RC5] OGR-24 Stubs

Yeah, I wish I'd known they were not going to be reissued - I'd have been a
LOT More careful.  There is most likely a sizable chunk of stuff lost
because I wasn't fully aware of how different OGR-24 was/is from RC5.
