[RC5] OGR progress speeding up

In the few days since my first email, the overall % done of phase 2
has moved from ~26.95% to 27.12% - not too shabby.

My understanding was that over time average OGR work units well get
shorter as they tend to hit the known shortest OGR25 length earlier in
processing.

I could well be wrong though.
