Ray,

If I had to do it again, I'd probably do the HTML generation with PHP, 
since I recently taught myself PHP :-).  The data analysis, SMTP, POP3 
and graphics algorithms would still have to be written in a high level 
language. 

Currently, the entire Cowboy server is written in a couple hundred 
thousand lines of Borland Delphi (Object Pascal) code.
