[RC5] Keyserver issues?

It seems that we are hitting another batch of very small ogr stubs. I just 
looked at my pproxy, which normally processes about 50,000 Gnodes per day, 
last week this amounted to typically 200-300 stubs. In the past, when 
we've had periods with a lot of small stubs, I've seen days with 5000 
stubs or so. Today my perproxy has processed >17000 stubs (and the day's 
not over yet)! This may cause the proxy servers to be overcrowded.
