[RC5] Subphase 4 and 5 of OGR-25

There are currently 1397 stub-passes left in subphase 4
and approximately 200,000 stub-passes left in subphase 5.

To efficiently utilize resources, the keymaster will distribute the stubs 
and wait for a while for them to be returned. While it's waiting, it 
progresses on to other stubs. Eventually it will return and reissue a stub 
that hasn't been processed by a client and returned.
